Take Notice that Council of The Corporation of the Township of Pelee passed By-law No. 2026-26 on Tuesday, May 12th 2026 under Section 34 of the Planning Act, R.S.O. 1990. By-law No. 2026-26 places the subject property located at 191 Stewart Road in a site-specific Agricultural (A-11) Zone. A key map of the subject property is provided within the Notice of Passing. The A-11 zone permits a single detached dwelling and reduces the front yard setback for accessory structures from 15m (49 ft.) to 12m (40 ft.). No written comments were received for consideration by Council prior to the approval of By-law 2026-26. Council received one verbal comment from the public in support of the application.

TAKE NOTICE that the Council of the Corporation of the Township of Pelee initiated a zoning by-law amendment application and will hold a virtual public meeting on Tuesday, May 12, 2026 commencing at 6:00 PM to consider a proposed amendment to the Township of Pelee Zoning By-law 2012-24, as amended under Section 34 of the Planning Act, RSO 1990 cP.13.
Location of Meeting: Electronic Meeting via Zoom
THE PROPOSED AMENDMENT TO ZONING BY-LAW No. 2012-24, as amended is for property located at 191 Stewart Road. The property is designated Agricultural in the Official Plan and is zoned Agricultural (A) under the Zoning By-law. The application is being considered to allow the following site-specific provisions:
- Recognize the existing single detached dwelling constructed after 2011 – The property owners submitted a building permit application in 2021 to permit the construction of a new single detached dwelling on an existing severed lot in the agricultural area. Zoning By-law Amendment Application ZBA 01-2026 has been submitted to permit a new single detached dwelling constructed after 2012. Only residential dwellings constructed before 2012 are permitted in the Agricultural (A) Zone.
- Permit 3 existing sheds to be located within the required front yard setback – Section 3.1 of the zoning by-law requires that all accessory buildings be setback a minimum of 15m (49 ft) from the front lot line. The existing sheds are currently located a distance of 7.3m (24 ft) and 12.2m (40 ft).

Notice of Complete Application and Public Meeting – ZBA 01-2026
Nominations for the Township of Pelee’s 2026 Municipal Election may be filed starting Friday, May 1, 2026.
Positions include Mayor, Deputy Mayor, and Councillors (4 at large) as well as Trustee for the following school boards: Greater Essex County District School Board, Windsor-Essex Catholic District School Board, Conseil scolaire Viamonde, and Conseil scolaire catholique Providence.
Election day is on Monday, October 26, 2026. The term of office is from November 15, 2026 to November 14, 2030.
Anyone who wants to be a candidate in the 2026 Municipal Election must file a Nomination Form accompanied by a Declaration of Qualification and pay the filing fee ($200 for Mayor, $100 for all other positions). The Nomination Form for all offices (except School Board trustees) must be accompanied by the endorsement of at least 25 eligible voters.
Nomination forms must be filed in person with the Clerk at the Municipal Office (1045 West Shore Road, Pelee Island) during the nomination period (May 1 to August 21, 2026). On Nomination Day (August 21), nominations will be accepted from 9:00 am to 2:00 pm.

2025 Notices
Take notice that the Council of the Corporation of the Township of Pelee has received a complete application and will hold a virtual public meeting on Tuesday, November 25th, 2025 commencing at 6:00 p.m. to consider a proposed temporary use under Sections 34 and 39 of the Planning Act, RSO 1990 cP.13.
THE PROPOSED temporary use by-law amendment is for property located at 113 Victoria Road as shown on the key map included on the Notice. The property is designated Agricultural in the Township Official Plan (2011) and is zoned Agricultural (A) under the Zoning By-law. The application seeks relief from the provisions of Section 3.36 of the Zoning By-law which prohibits the use of recreational vehicles and trailers for human habitation outside of a zone which permits campgrounds. Specifically, the application seeks to allow 1 (one) recreational vehicle to be placed on the subject property and used for human habitation for a period of one year to provide temporary accommodations necessary for agricultural operations.

Purpose: Consent Application C0 02-2025 seeks to add an irregular shaped parcel of land measuring approximately 1252.3 square feet in area from the subject property to the abutting residential lot to the immediate north (1451 East Shore Road). The application seeks to rectify a long-standing encroachment of an existing break wall and boat ramp on the Strickland property. As a result of the lot addition, it is necessary to recognize the existing undersized frontage of the subject property. Residential properties in the R2 Zone are required to have 36.5 metres (120 feet) of frontage. The proposed lot addition does not change the frontage of the property which will remain at 28.25 metres (92.69 feet). The minor variance is necessary as a housekeeping matter.

The Township of Pelee is seeking to fill one vacancy on the Drainage Committee for the 2023-2026 term.
Applicants should have relevant experience with the Drainage Act and knowledge of the drainage system on Pelee Island.
Responsibilities include providing general guidance and expertise to Council and Administration on items related to drainage works. Citizen representatives are appointed in a voluntary capacity and will meet on an as needed basis.

Take notice that the Council of the Corporation of the Township of Pelee has received a complete official plan and zoning by-law amendment application and will hold a virtual public meeting on Tuesday, July 8th, 2025 commencing at 6:00 p.m. to consider the proposed amendments under Sections 17 and 34 of the Planning Act, RSO 1990 cP.13.
The proposed amendments to the Township Official Plan and Zoning By-law No. 2012-24, as amended, will apply to a portion of the property located at 313 North Shore Road (see key map below). The applications have been submitted to permit the construction of a new single detached dwelling on Lot 12, Plan 438 which is a separately conveyable lot. The subject property is located within the Hamlet designation of the Official Plan and is zoned General Commercial (C1) under the Zoning By-law. Residential uses are permitted within the Hamlet designation, however new single detached dwellings are only permitted when secondary to an established commercial use. Official Plan Amendment 01-2025 seeks to establish a special policy for this property to allow a new stand-alone single detached dwelling in character with the surrounding area. The C1 zoning also permits residential uses, but only existing dwellings, dwelling units forming a part of a commercial building and detached dwelling units secondary to a commercial use. Zoning By-law Amendment ZBA 03-2025 seeks to allow a new single detached dwelling and establish site specific zone provisions including setbacks, shoreline setbacks and coverage.

Purpose: The subject lands, located at 305 East Shore Road, are designated Residential on Schedule ‘A’ of the Township of Pelee Official Plan (2011) and zoned Residential 2 (R2) on Map 3 of Zoning By-law 2012-24, as amended. The applicant intends to reconstruct the single detached dwelling which was destroyed by fire in 2023. The previous dwelling was surrounded by an open deck which was setback from the southern property line by 5.5m (18 feet). Minor Variance Application MV01-2025 has been submitted to permit a reduction the established interior side yard setback along the southern property line from 5.5m (18 feet) to 1.5m (5.06 feet) to allow the addition of a covered and enclosed porch on the reconstructed dwelling.

Take Notice that Council of The Corporation of the Township of Pelee passed By-law No. 2025-32 on Tuesday May 13th, 2025 under Section 34 of the Planning Act, R.S.O. 1990 granting approval to Zoning By-law Amendment ZBA 02-2025.
By-law No. 2025-32 places the subject property in a site-specific Agricultural A-9 Zone. The A-9 zone allows the existing building to be used as a private club, a single detached dwelling, restaurant, retail or office establishment but restricts the use to only one primary one at any given time. Development of the property is subject to site specific regulations including the provision of parking, minimum floor area requirements and site plan control approval by Council. No written and oral comments were received from the public in opposition of support of the Zoning Bylaw Amendment Application ZBA 02-2025 and no other applications have been submitted for consideration.

Take Notice that Council of The Corporation of the Township of Pelee has passed By-law No. 2025-20 on Tuesday, March 11, 2025 under Section 34 of the Planning Act, R.S.O. 1990.
By-law No. 2025-20 amends the provisions of the R1-9 Zone to include an additional dwelling unit as a permitted use. This means a property with a principal dwelling will be allowed to construct a second unit on the property subject to the site specific rules. The by-aw also places a portion of the subject property in an site specific Open Space (OS-4) Zone which allows conservation and passive recreational uses only and prohibits the construction of structures. The respective amendments are shown on Map 2 of Schedule A to Zoning By-law 2012-24, as amended.

TAKE NOTICE THAT a consent application has been submitted to the Township for consideration pursuant to Section 53 of the Planning Act, R.S.O. 1990 as amended. The Committee of Adjustment of the Township of Pelee will hold a public hearing on the date and location provided below for the property shown on the attached Key Map.
Purpose: The application seeks to add a parcel of land measuring approximately 0.145 ha (0.35 ac) from the vacant farm land located on the east side of Stewart Road (Pelee Farms Inc.) to the rear of the severed residential lot at 191 Stewart Road. The application was previously considered by the Committee of Adjustment in February 2021 (CO 02-2021), however the conditions assigned to the provisional approval were not satisfied in the timeline prescribed by subsections 53(40) and (41) of the Planning Act and the approval lapsed. The applicant is seeking the same approval to allow this area of land to be added to the residential lot at 191 Stewart Road.

Council held a regular meeting of Council on October 22, 2024 in which Report 2024-64 BT was on the agenda. At said meeting, Deputy Mayor Malloch, Councillor DeLellis, Councillor Taylor and Councillor Briggs-Crawford declared a conflict of interest. In accordance with s. 5.1 of the MCIA, all four councillors filed written disclosures of their pecuniary interest in the STR issue.
As a result of the declarations of conflict, Council did not have the required two or more members to permit Council to give consideration to, and to discuss and vote on the STR issue.
With the guidance of the Integrity Commissioner and recommendation by the Clerk, Council passed a motion to bring an Application to the Court for an order authorizing Council to give consideration to, discuss and vote on the STR matter.
The application was heard on February 4th at Windsor, Ontario via videoconference.
The Court ordered that all members of Municipal Council of the Corporation of the Township of Pelee may give consideration to, discuss and vote on matters pertaining to short term rentals, in the same manner as though none of the members of Municipal Council had any pecuniary interest therein, and that despite the conflict, the restrictions applicable in the Municipal Conflict of Interest Act do not apply to Deputy Mayor Dayne Malloch and Councillors, David DeLellis, Michelle Taylor, and Stephanie Briggs-Crawford for the purposes of maintaining quorum.

Notice of the Passing of Zoning By-Law Amendment ZBA 05-2024

Take Notice that Council of The Corporation of the Township of Pelee has passed By-law No. 2025-01 on January 14th, 2025 under Section 34 of the Planning Act, R.S.O. 1990.
And Take Notice that only individuals, corporations and public bodies may appeal a zoning by-law to the Ontario Land Tribunal. A notice of appeal may not be filed by an unincorporated association or group. However, a notice of appeal may be filed in the name of an individual who is a member of the association or the group on its behalf.
And Take Notice that no person or public body shall be added as a party to the hearing of the appeal unless, before the by-law was passed, the person or public body made oral submissions at a public meeting or written submissions to the council or, in the opinion of the Ontario Land Tribunal, there are reasonable grounds to add the person or public body as a party.

The Corporation of the Township of Pelee will hold a Public Meeting on February 11, 2025 at 6:00 p.m. via Zoom to consider changes to the building permit fees and charges pursuant to
Section 7 of the Building Code Act.
The Township of Pelee is proposing to amend building permit fees and charges pursuant to Section 7(6) of the Building Code Act. The effect will be to increase the existing fee structure. ANY PERSON may attend the public meeting and/or make written or verbal representation either in support or in opposition to the proposed fees.

THE PROPOSED AMENDMENT TO ZONING BY-LAW No. 2012-24, as amended is for property located at 390 North Shore Road. The property is designated for Residential land use in the Official Plan and is zoned Residential (R1) under the Zoning By-law. ZBA 05-22024 seeks to allow a second dwelling unit on the subject property as permitted in Section 4.4.3 c) of the Residential Land Use policies in the Township Official Plan. The property currently contains an existing dwelling and a barn. Construction of Broadband Network is now complete on Pelee Island
(Township of Pelee, ON) December 18, 2024 – The Township of Pelee announced today that construction of high-speed broadband infrastructure is now complete on Pelee Island and customer installations have begun. The project brings fibre-to-the-home internet service to nearly 500 homes, businesses, and government offices on the island.
Made possible through nearly $20M in funding from the Government of Canada’s Universal Broadband Fund (UBF) and the Government of Ontario’s Improving Connectivity for Ontario (ICON) program, the project included the installation of two, redundant, submarine fibre optic cables installed from the mainland to Pelee. On island, a series of fibre optic cables have been installed to bring services of up to 1,000 Mbps to every home and business. The network is seamlessly connected to the mainland internet infrastructure, ensuring fast and reliable service for the island community.
“I cannot say enough good things about our municipal staff and project management team who have gone above and beyond to facilitate this work, and our council that was determined to form an impactful partnership with both levels of government and NFTC” said Cathy Miller, Mayor of the Township of Pelee. “Thank you to the NFTC team for advancing this unique project and all the hard work done to date. This is what working together looks like”.
In partnership with the municipality, The North Frontenac Telephone Company installed fibre-optic throughout the island and in select areas on the mainland. IT Telecom installed submarine fibres between Pelee and the mainland. Servicing more than 47 kilometres of on-island roadway with fibre-optic cabling, the high-speed network will provide 478 homes and businesses on the island with access to fast, reliable broadband service. In addition to this, the network will provide service to 310 mainland premises between Elmdale and Tilbury.
“The Pelee Island fibre optic network was a complicated and challenging build. As a result of the extraordinary support and collaboration between our resources and Pelee Island municipal staff, live service is available months ahead of schedule. This teamwork combined with funding and support from the Federal and Provincial governments has made it possible for NFTC to continue our efforts to bring state of the art fibre optic network technology to more parts of rural Ontario” said Grant Roughly, Vice President, NFTC.
“Connectivity is an essential tool to access education and health care and to grow a business. Your federal government has made a commitment to connect 98% of households to high-speed Internet by 2026, and 100% by 2030. The Government of Canada’s investment in this project will help provide reliable, high-speed Internet access to underserved homes on Pelee Island, as well as in Wheatley Harbour, Elmdale and rural areas near Tilbury.” Said The Honourable Gudie Hutchings, Minister of Rural Economic Development and Minister responsible for the Atlantic Canada Opportunities Agency.
“The completion of new broadband infrastructure on Pelee Island is an incredible milestone that will provide hundreds of local residents and businesses with long awaited access to high-speed internet,” said Kinga Surma, Ontario’s Minister of Infrastructure. “This project serves as a testament to the progress our government is making to deliver reliable high-speed internet access to every community across the province by the end of 2025.”

- The Township of Pelee and the provincial and federal governments have made a combined total investment of nearly $20M to bring high-speed internet service to 788 underserved homes and businesses throughout Pelee Island and select areas between Elmdale and Tilbury. The provincial government has committed over $4.8M to the project and the federal government has committed to a contribution of over $14.4M.
- Customer Installations on Pelee Island are being prioritized to households that will be occupied over the winter season. Connections for seasonal households will commence in the spring of 2025, aligning with the return of residents to the island.
