Welcome to the Township of Pelee 2018 Candidate FAQ Page. On this page you will find questions posed by 2018 Election Candidates. The questions will be posted with the applicable answers. Questions from Candidates are to be sent in writing to the Returning Officer and/or the Deputy Returning Officers. Answers will be provided in writing and posted as to be fair to all Candidates. Information on this page will be updated on a regular basis.
1Q. Do election signs from a previous election count as a campaign expense in this election?
1A. Yes, if you ran in the last municipal council election and you want to reuse leftover goods such as signs or office supplies you must establish the current market value of the goods – what it would cost you to purchase them today. You must record the current market value as an expense.
If you have inventory left at the end of your campaign it becomes your personal property. If you wish to store materials such as signs for use in another election, any costs related to storage are personal costs, not campaign expenses.
2Q. Can the Voters’ List be obtained by Candidates and used for the purpose of mailing campaign information?
2A. Yes, upon written request by a Candidate, the Acting Clerk shall provide her or him with the Voters’ List. The Acting Clerk shall not provide a copy of this list prior to September 1, 2018. Please note that revisions to this list will take place from September 4, 2018 to the close of voting on Voting Day – October 22, 2018. Use of the Voters’ List is limited to election purposes ONLY and any other use, such as for commercial purposes, is prohibited.
3Q. Will there be a “Meet the Candidates” event?
3A. It is not the responsibility of the Acting Clerk to organize campaign events or debates. Such events can be organized by community groups, media outlets, candidates or any other interested persons.
4Q. Can Candidates bring campaign material to the “Meet the Candidates” event?
4A. The Municipality is not associated with the “Meet the Candidate” event, and therefore cannot answer this question.
5Q. Can Candidates have a copy of the Municipal Act?
5A. Yes, the Municipal Act, 2001, S.O. 2001, c.25 is public information and can be accessed online.
6Q. Can Candidates have a copy of the 2018 Budget?
6A. Yes, the 2018 Budget to Actual as of Aug 17 2018 is public information.
7Q. Can Candidates have a copy of the flood plan map?
7A. Yes, the flood plan map is public information?
8Q. What is the date that you will mail out the ballots for the election?
8A. Ballots will be mailed by Datafix on September 24th, 2018.
9Q. When may I have a mailing list of voters?
9A. The Voters’ List will be available to Candidates on September 3rd, 2018.
10Q. I would like an updated copy of the emergency preparedness plan for Pelee the one on pelee.org is 2013.
10A. The Emergency Preparedness Plan with 2014 amendments has been posted online.
11Q. Is it possible to receive a list of the committees of council and the names of the people on each committee?
11A. Committees of Council, Committee Chairs, and Committee Members are listed under the “Municipality” section on pelee.org.
12Q. Is there a sample voter’s ballot available?
12A. No, we will not provide a sample ballot.
13Q. Does it say you MUST vote for 4 council members or you can vote for only one, or two, etc?
13A. An elector can vote for 4 Candidates or 0 Candidates, and is reflected in Section 52(5) of the Municipal Elections Act. Declining to vote or voting for fewer Candidates than positions available is not tantamount to spoiling a ballot.
14Q. Does scrutineer need to do anything before the election count day?
14A. Appointment – by candidate – qualification
A candidate may appoint scrutineers to represent him/her during the counting of the votes, including during a recount.
The appointment shall be made using the “Appointment of Scrutineer By Candidate” Form PI22. The form to appoint scrutineers, must be signed by the candidate, in person at the Municipal Office. The candidate shall be asked for proof of identity. The candidate shall provide this signed form to their scrutineer.
Candidates and scrutineers may also be present for the opening of the Return Envelopes from October 15 – 24, 2018 and on October 22, 2018 at the hours designated for such openings for the purpose of striking electors names from the Voters’ List.
Please contact the Deputy Returning Officer to make an appointment to complete form PI22 and receive information on the rights and prohibitions of scrutineers. Prior to ballot counts scrutineers will be required to take an Oral Oath of Secrecy. All Candidates are subject to the same conduct, rights and prohibitions as scrutineers.
