Minutes of a Regular Meeting of Council of the

Corporation of the Township of Pelee

held at the Royal Canadian Legion

on Monday, April 12th, 2010

Present:

Mayor: Richard Masse

Deputy Mayor: Pete Letkeman

Councillors:  Dayne Malloch, Larry Gervais, Darlene Wiper

Staff: Ann Mitchell, CAO/Clerk/Treasurer; Kyle Davis, Water Operator; Craig Ryersee, Water Operator

Other: Gary Dunmore, Ontario Clean Water Agency

           

The Mayor called the meeting to order at 8:00 p.m. 

 

Item 5(a) was removed from the agenda. 

 

The following resolution was passed:

Resolution 2010-56

“Resolved that the Council of the Township of Pelee hereby approve the amended agenda for the April 7th, 2010 Regular Meeting of Council, with the removal of 5(a).”

                                                                                                                       Carried.

 

The Mayor asked if any Council members had any pecuniary interest.  None were declared at this time.

 

The minutes for the Regular Meeting of Council held on March 22nd, 2010 were presented and the following resolution was passed:

“Resolved that the Council of the Township of Pelee hereby adopt the minutes of the March 22nd, 2010 Regular Meeting of Council with one correction.”

                                                                                                                        Carried.

 

Mr. Gary Dunmore was present to give a presentation entitled Municipal Drinking Water Licensing Program overview.  He explained that the Ontario Government is implementing the Municipal Drinking Water Licensing Program as recommended by Justice O’Conner in Part II Report of the Walkerton Inquiry.  All municipalities must have a DWQMS (Drinking Water Quality Management System) in place by June 30th, 2010.  Mr. Dunmore gave a thorough presentation.  He explained that there was not much time to get the manual complete; however, Ontario Clean Water Agency would assist the Township for a cost of $6,000.00.  The normal rate for a municipality of this size would be $10,000.00.  Mayor Masse asked what would happen if this was not done in time.  Mr. Dunmore explained that this legislation has been in place for four (4) years.  Mr. Dunmore further explained that he would need assistance from the Water Operators and a staff member to do typing in order to get this done on time.  The CAO stated that she felt that we could get this done.  Much discussion ensued.  Councillor Gervais asked about the water truck and how we would clean it if the hatch was too small.  The CAO explained that the Water Operators had contacted the Health Unit to be proactive with a few issues and this was included.

“Resolved that the Council of the Township of Pelee hereby accept that Ontario Clean Water Agency (OCWA) assist with developing our DWQMS (Drinking Water Quality Management System) and that we direct the CAO to enter into a contract with OCWA in the amount of $6,000.00 and to provide the logistical requirements and staff to complete the task.”

The CAO brought forward her report with regards to Airport Improvements.  Janet Chesterfield was present at the meeting.  Mayor Masse asked Council if they were in favor of supporting the Air Markings provided by the Ninety-Nines organization.

“Resolved that the Council of the Township of Pelee hereby accept the report of the CAO with regards to Airport Improvements and further that we allow the paint markings at the airport.”

 

                                                                                                                        Carried.

 

Mayor Masse explained to Mrs. Chesterfield that he felt having consumed goods at the airport was not a good idea due to the fact that it could cause liability to the Township.  Mayor Masse explained that if the group would like to put a vending machine in that this would be okay.  He further stated that with regards to postcards they could be placed there but at her own peril. 

 

The CAO brought forward her report about the Official Plan.  Deputy Mayor Letkeman brought up several concerns.  Mainly he was concerned about the lack of commitment for the PDI group.  Much discussion ensued.  It was decided that the CAO be directed to ask the planner to come to the next regular meeting of Council to discuss moving forward without the two amendments to the Official Plan. 

 

The CAO brought forward her report on South Point Wind.  Mayor Masse stated that he felt the Township should support Kingsville and Leamington with their studies financially.  Council directed the CAO to enter into discussion about appropriate amounts.  She will report back to Council once this has been done.     

 

The following resolution was brought forward:

“Resolved that the Council of the Township of Pelee hereby agree to support the resolution from the Town of Kingsville with regards to Proposed Offshore Wind Turbines in Lakes Erie and St. Clair.”

 

                                                                        Carried.

 

The CAO read out By-Law 2009-28, being a by-law to provide for the repair and improvement of a drainage works in the Township of Pelee in the County of Essex known as the Pelee Island Flood Control and Drainage System Renewal Project in its entirety. By-law 2009-28 passed with           

all Council in agreement.

 

By-law 2010-8, being a by-law to enter into an agreement with Build Canada Fund for road infrastructure money was passed.  All Council members were in agreement.

 

Mayor Masse brought forward the correspondence. 

 

The following resolution was passed:

“Resolved that the Council of the Township of Pelee hereby move that the Council of the Township of Pelee hereby send a letter of support for Griffing Flying Service.”

 

            Carried.

 

The CAO will draft up a letter. 

 

The rest of the correspondence was read, noted and filled.

 

The disbursements were brought forward.  Councillor Wiper declared a pecuniary interest for WIP02 and ENG02.  Councillor Gervais declared a pecuniary interest for ENG02 and Deputy Mayor Letkeman declared a pecuniary interest for TOT02.

Resolution 2010-65

“Resolved that the Council of the Township of Pelee hereby agree to pay TOT02 of our disbursements.”

Under Council and miscellaneous reports Councillor Wiper asked why the public washrooms were not opened yet.  The CAO will look into this.  

 

Mayor Masse stated that it was his understanding from the Ministry of Transportation that the ferry would be up and running by Friday. 

 

Councillor Malloch asked about the property beside the Co-op.  He stated that he had received a report that it was not cleaned up properly.  The CAO will look into this.

 

Councillor Gervais asked if the road shoulder berms could be taken off this year.  The CAO will look into this and report back to Council.
