Minutes of a Regular Meeting of Council of the

Corporation of the Township of Pelee

held at the Royal Canadian Legion

on Monday, March 1st, 2010

Present:

Mayor: Richard Masse

Deputy Mayor: Pete Letkeman

Councillors:  Dayne Malloch, Larry Gervais, Darlene Wiper

Staff: Ann Mitchell, CAO/Clerk/Treasurer

                 

The Mayor called the meeting to order at 7:00 p.m.

The agenda item 5a was deleted and a new item 5a Official Plan was added.  Councillor Wiper mentioned that the time was incorrect and should be 7:00 p.m.

The following resolution was passed:

Resolution 2010-32

“Resolved that the Council of the Township of Pelee hereby adopt the agenda for the March 1st, 2010 Regular Meeting of Council with the deletion of Budget and the addition of 5(a) Official Plan.”

                                                                                                                       Carried.

The minutes for the Regular Meeting of Council held on February 1st, 2010 were presented and the following resolution was passed:

“Resolved that the Council of the Township of Pelee hereby adopt the minutes of the February 1st, 2010 Regular Meeting of Council.”

                                                                                                                        Carried.

The Mayor asked if any Council members had any pecuniary interest.  None were declared.

The CAO presented a report from Richard Zelinka with regards to the Official Plan.  Mayor Masse stated that he had read it over and it looked okay except for section 33(1) (d).  Council decided to postpone discussing this until the next meeting.  Mayor Massed asked to get the maps in color.    

The CAO brought forward her report with regards to Councillor Costs.  Councillor Malloch expressed concern about Council members who did not live on the Island and had to pay their own expenses to come over for meetings.  Mayor Masse wanted by-law 2009-4 clarified with regards to what was covered under his duties and what he could charge $75.00 per meeting for.  The CAO will bring a report back outlining what the additional costs would be.   Councillor Gervais asked about including a fifty (50)% increase for Council in the report.

“Resolved that the Council of the Township of Pelee hereby adopt the report of the CAO with regards to Councillor costs and further that the CAO return with a report outlining the costs and a draft by-law.”

Mayor Masse brought forward the report of the CAO with regards to Trillium funding.  He explained that we had been successful in our application to paint the Heritage Centre.  The CAO added that most likely it would be done before the Spring Song weekend.  Councillor Wiper asked about sending out tenders.  The CAO explained that tenders had already been sent out and that the Trillium application required this.

“Resolved that the Council of the Township of Pelee hereby adopt the report of the CAO with regards to Trillium Funding as information.”

Councillor Gervais asked about deadlines for Trillium Funding for the Campground and Marina.  The CAO will look into this. 

The CAO brought forward her report of a new personnel policy.  Councillor Wiper asked what was different from the last personnel policy.  The CAO will make the old policy available to council and this will be deferred until the next Regular meeting of Council.  The CAO asked to hold a second Regular meeting of Council in March as quite a few items had been put off.  Discussion ensued and it was decided to hold a second Regular Meeting of Council on March 22, 2010.

“Resolved that the Council of the Township of Pelee hereby adopt the report of the CAO with regards to the Personnel Policy and further that Council put this off until the next Regular Meeting of Council to be held on March 22nd, 2010.”

                                                                        Carried.

The CAO brought forward her report about Cam Brownson and the Angler and Hunter television spot.  She explained that the Township has received such a great response that she had forwarded two (2) free hunt licenses for 2010 to Mr. Brownson and two (2) free hunt licenses to Mr. Bramford who was responsible for bringing Mr. Brownson.  Councillor Wiper asked about getting Mr. Brownson to the winter hunts.  The CAO will look into it.

“Resolved that the Council of the Township of Pelee hereby adopt the report of the CAO with regards to the request for a free license as information.”

                                                                                                                        Carried.

The CAO brought forward By-Law 2010-5, being a by-law for borrowing and it was passed.  The CAO brought forward By-Law 2010-6, being a by-law to adopt a procurement policy and it was put off until the next meeting to give Council a chance to go over it.  The CAO brought forward By-Law 2010-7, being a by-law to enter into an agreement with the Association of Municipalities of Ontario was brought forward and passed.  The CAO explained that this would extend our agreement until 2015. 

Mayor Masse brought forward the correspondence.  All was read, noted and filed. 

Mayor Masse brought forward the disbursements.  Councillor Gervais asked about the second charge for the fire department internet.  The CAO will look into this.  Councillor Malloch asked if we were now done paying CH2MHill and the CAO explained that we were.  Mayor Masse asked about the payment to Zelinka Priamo for PDI.  The CAO explained that this was a typo and we did not pay any invoices on behalf of PDI our current policy is to wait until we receive payment and then forward it to Zelinka Priamo.

“Resolved that the Council of the Township of Pelee hereby agree to pay our disbursements in the amount of $351,103.59.”

Mayor Masse brought forward Council and Miscellaneous reports. 

Councillor Gervais asked about the Eco School and could it be put in the tax inserts.  The CAO explained that this had already been done.  Councillor Gervais asked if we could get the Council packages over to the mainland ahead of time for Council members not on the Island.  The CAO will take care of this. 

Deputy Mayor Letkeman thought that Council should have Oceans and Fisheries, Small Craft Harbour pay for the replacing docks at the Scudder Marina.  Much discussion ensued.

“Resolved that the Council of the Township of Pelee hereby resolve to contact Oceans and Fisheries, Small Craft Harbour to purchase docks for the Scudder Marina before March 31st, 2010 in order to coincide with the end of their fiscal year.”

Mayor Masse brought forward the issue of the library and he asked the CAO what if any progress was being made.  She responded that she had engaged an architect to assist with the drawings for the building.  The CAO also explained that she had met with the engineer who takes care of the water at the Pelee Island Public School and it looks as if they will be able to bring the water over to the building that will house the library. 

Mayor Masse explained that he and the CAO had been in attendance at the Ontario Good Roads Conference in Toronto.  They had three delegations.  The first was with the Minister of Municipal Affairs and Housing, Jim Bradley.  The Mayor went on to state that it was basically an information session and that we updated the Minister on the Eco School our Official Plan and the issues with the small drinking water regulations.  The second delegation was with Wayne Arthur a Parliamentary Assistant to Dwight Duncan.  Mayor Masse stated that it was unfortunate that one of the bureaucrat started speaking when it was our fifteen minutes that he cut into.  Mayor Masse further stated that he had explained to Mr. Arthur that we are losing funds into perpetuity.  The CAO stated that after the conference she had contacted Mr. Bruce Crozier’s office and a meeting will be set up with Dwight Duncan, herself and the Mayor after the budget is passed.  The third delegation was with the Ministry of Education.  The Mayor explained that the Minister had been called back to the legislature and we met with a Parliamentary Assistant.  The Acting Deputy Minister was present and she stated that the terms of reference should come from the school board not the Ministry.  Mayor Masse continued that for the past year we have been hearing that the terms of reference should come from the ministry.  Mayor Masse will meet with the director of the school board and David Taves on the 12th of March to clear these matters up.  Mayor Masse explained that he attended some plenary sessions one being about the LINS.  The Mayor explained that he and the CAO were working towards a solution for our clinic.  Mayor Masse asked about the transfer station and looking into cutting costs.  He mentioned possibly putting recycle bins at the transportation dock.  This may alleviate some of the waste.  The Mayor asked the rest of Council to think about this matter.  The CAO mentioned that she had initial discussions with Mr. Dan Krutsch of Landmark Engineering about drawing up an agreement with the Township for the project management of the landfill.  Mayor Masse asked about the SARS funding.  The CAO reported that we had not received a response as of yet. 

Councillor Malloch asked about the transportation study.  Discussion ensued.  The CAO will have the link placed closer to the front of the webpage.
